    This is an odd one, never had it in many previous installs…

    Instead of the WP 404, it’s delivering a different one – a non-WP static page specified in my root .htaccess.

    The directory in which WP operates has its own .htaccess – with no mention of any 404 (which seems usual, because I can’t ever recall seeing any such info in a WP .htaccess).

    From a codex suggestion, I’ve added ‘ErrorDocument 404 /test/1/index.php?error=404’ to that .htaccess, but to no effect.

    Referring to the link mentioned here: https://codex.www.ads-software.com/Creating_an_Error_404_Page which you must have already read, is your WordPress installed in a directory called test/1 ?

    Also, if you could lay out your directory structure that would be very helpful.

    Sorry the error was mine… ‘screen blindness’ in not noticing that the browser had auto-completed the url to an earlier one which was minus the appropriate path to the WP install (which I use for tests of new code, plugins, etc) and hence triggering the non-WP 404.

    With better glasses, and more careful attention, I should be ok. ??
