Incorrect Cart Subtotal on CAD Currency

My client recently ran a Black Friday deal where he was giving away a free gift with the purchase of another item. The free gift was created correctly and shows/discounts correctly when on the USD selected currency version of the site, however, when switching to the CAD currency, the cart’s subtotal does not subtract the free gift’s value, it actually adds it.
