    My shop is based in the UK, offering flat rate shipping.

    There are 3 shipping zones: UK, Europe, and everywhere else.
    Flat rate is the only shipping method.
    PayPal is the only shipping option. There are no shipping classes set up.

    Every so often I get a UK customer telling me their shipping price has been incorrectly calculated – it goes to the Europe rate instead of UK.

    I have no idea why this might be. It only happens sometimes, and I can’t replicate the problem. It only happens for UK customers.

    What is your setting for “Default customer address”? If you have used Geolocate, then note that Geolocate is not perfect and can sometimes give the wrong location. If so, the customer would see the wrong shipping on the cart page. You won’t be able to replicate it unless you access your site from their IP address. However, the correct shipping should show when the customer gives their actual address on the checkout page. Next time it happens, ask the customer if the wrong shipping was shown on the cart page (so a Geolocate error) or on the checkout page after entering their country (so some much deeper problem).

    Thanks for the fast response!

    Default customer address is set to ‘Shop base address’.

    The last time it happened the customer sent a screen-shot of checkout. I can see that they have entered their UK address, calculated shipping, and it is coming up with the Europe rate.

    Do you have any caching setup? Does your host cache anything? If you are not sure, ask their support service.
