Indexing a business not yet open

I currently own a small service based business in Florida. But I am planning on moving to Ohio in a year. I want to start an identical small business in Ohio once I’ve moved there. My current, Florida, website is very geographic centered and has lots of backlinks from local businesses and city governments. Therefore, when I move I want to start fresh with a whole new domain name and website. I would like to begin now, creating the website that I will be using there. This will give me plenty of time to “get it just right” and work out any bugs. However, I don’t want the public to find this website in search until I’m actually open for business in that area. Can I simply select “Discourage search engines from indexing this site” in the settings and then de-select it when I want the site to be found in search results? Would that be all I need to do?
