Indexing when robots.txt and wordpress says not to

Will nRelate still index a site if WordPress’ “Discourage search engines from indexing this site” is checked (Settings>Reading) and/or if robots.txt is set to disallow all?
I need to check design and the Related Post and Popular Post widgets both come up empty in my staging server.
