indian exporter website

Dear all, I am new WordPress developer and I am absolutely loving WordPress. I need help with finding a suitable plugin or adon.
I have a new client who wants to make a website for Indian exporters. The exporters will be encouraged to sign up to the website. This is how it will work..

1. The users (buyers) will sign up for the website. Then every buyer will post their request on the website with images and descriptions of the product they are looking for and selecting correct categories and sub-categories.
2. Every exporter in that category will then get a notification, they will be able to see that request for free (or use some sort of credit) and see the buyers contact details.
3. They will contact the buyer to offer their products.
4. The buyer will have response from multiple exporters offering and competing for the desired product.

Please let me know if this something that can be done with an existing plugin or extension.
