Individual coupon for customers

Hey,

is it possible to generate individual coupons for customers and send them to their e-mail after a status change?
If a customer got a complaint about his product and I accept the complaint, I want to change the order status to “Complaint accepted”. If the status change is accomplished, I want to give him a 20% discount for his next order.
