Info box (yellow boxes when link is rolled over)

Ok,
Not sure where this would go but I’ve seen on some sites people have yellow informational boxes that pop up when you roll over certain text.. is that a plug in.. can anybody tell me how that is being done.. is it css tied to an alt command or something?
