Insert media buttons open in full window

Having problems with the Insert Media. When making a Quick Post from the Dashboard with Insert Media buttons work fine and load in lightbox style layer.

When using the Insert Media from the Post New page the Insert Media loads in the entire window. No lightbox type display at all. It takes up the entire browser. At that point nothing works as expected. This is also the case from the Edit Page as well.

Has anyone seen this before? I searched the forum and not finding anything. Looked at the Insert Media sticky as well and no help.
