That site seems to be advertising custom-developed templates and their customer flow is highly customized.
To replicate the same, you will want to get in touch with a developer or WooCommerce Customizations Partners.

Additionally, if you’d like to offer customers a way to “build” a product from different components, I could suggest looking at the Composite Products plugin. The appearance might not be the same but the plugin should serve a similar purpose.
