Inserting Links into or below a header

Do you mean like a navigation bar that you see with a lot of themes? See if this will help:

I don’t know if this was the proper approach, but I was able to put some text and links in my header.php file, near the end of it, and styled them to fit right above my posts. It’s actually in the header but it looks like it’s in the posts and it’s on the top of every page.
