Same issue here.

If you check Manage Clients > Edit Client > Permissions Tab in the Instagram admin and see if public_content is activated. If its N/A then when the Instagram api is called it wont let you get others peoples content, only yours. You can test this by going to https://api.instagram.com/v1/users/self/?access_token=YOURTOKENHERE&count=10 and if you get a successful call then you set everything up correctly, you just need to click the start submission button and after its approved the api should function properly.

same issue here 404 for intagram, i created app with a user whose feed i want to display but still 404….btw i cannot find any TOKEN you speak of
instagram has CLIENT ID and CLIENT SECRET tried both no go….

and when i go to permissions i get NA for public_content … but when i try to start a submission i get this:

You do not need to submit for review for this use case. If you are a developer and you want to display Instagram content on your website, then you do not need to submit your app for review. By using a client in sandbox mode, you can still access the last 20 media of any sandbox user that grants you permission.
