Install Themes tab missing

  • Trying to install a theme from the admin and can’t.
    I see in the documentation for WP 3.2 there are tabs for both “Manage Themes” and “Install Themes”
    In WP 3.2.1, the “Install Themes” is missing.
    I have a screen shot if necessary.
