    I’m attempting a fresh install of WordPress 4.8.2 on a new server. I’ve already managed to:
    -create a database and enter it’s details in wp-config.php
    -uploaded all the contents of the wordpress 4.8.2 zip file to my root directory

    The next step was to go to my website to follow the rest of the install process, however the first screen that loads on /wp-admin/install.php is the “select a default language” screen and no matter which language I choose, this screen simply loads again and I cannot get past it.

    I noticed this particular screen doesn’t load any CSS styling and when I click on the URL to the .css file in my page source, it simply takes me back to this very screen.

    When I uploaded all my files, I also happened to include the readme.html file and when I view that file from my web hosting, it also loads without CSS. I am not sure if the CSS not loading is related to the fact I cannot proceed past this screen, but maybe it could give somebody a clue.
