Install WordPress Locally & Download Website

Hi,

I would like to view my OLD website locally on my computer as I complete the final pieces of my NEW Website and free up space on my server.

I backed up the OLD website via my hosting provider and it downloaded as a tar.gz file. I am now trying to figure out how to download WordPress locally to my computer and view this website file, exactly as I would see it online.

Also, if I delete this OLD website from my server will it still be accessible and viewable locally?
