Installation difficulties

Sorry folks, I’m a novice and can’t find help anywhere else. I want to start using this plug in but installation instructions say:
Visit https://dev.twitter.com/apps and create a new Twitter Application
which takes me to a form where i have to create an application. This is where I get stuck. Do I have to be a developer to use this plugin? If anyone can provide step by step instructions I’d be grateful, thanks.https://www.ads-software.com/plugins/twitter-mentions-as-comments/
