Installation for a new plugin fails

    When I try to install (any) new plugin I get this message:

    Fatal error: Cannot redeclare wp_update_themes() (previously declared in /home/matser/domains/matseradvies.nl/public_html/wp-admin/update.php:244) in /home/matser/domains/matseradvies.nl/public_html/wp-includes/update.php on line 406

    Any ideas what the problem may be?
