Installation Not Auto-Implementing (Feature or Bug)

    So I usually install Limit Login Attempts and Captcha together as a ‘package’ but lately since the 3.9 update it seems like I install Captcha but it doesn’t actually get activated on the login page until I save the settings.

    Captcha -> Settings -> Save Settings

    Is this a feature or a bug? Anybody else run into this problem?
