Installation on local IIS Server

I used Microsoft Web Platform Installer to install WordPress to my server with localhost. I currently am hosting my own website on IIS 6.0 Windows Server 2003. I couldn’t start with WordPress live because I needed to keep the old website up while I worked on the new one.
IIS seems to be running WP just find on https://localhost/mywebsite. (This tell me that there is no issue with IIS actually running wordpress). When reconfigure WP and the MySQL database to point to the new website https://www.mywebsite.com, when I try to go to the website, I get the error “you are not authorized to view this web page”.
Therefore, I can’t log in or do anything to the website. I backed everything up so that I can go back to the https://localhost/mywebsite state with no issues.
I need help because EVERY OTHER time this issue is detailed it is about migrating to an off-site server who deals with wordpress every day. I need help with an IIS server that is in-house. This is my first install.
(Note, I realize that this may be a permissions error, but my original non-Wordpress website does not have any permissions problems and they are configured the same.)
