The screenshot show that the only heading to consider as eligible TOC items are H1 tags. The post that you linked to as an example only contains H2 and H3 heading. So, to have an TOC be inserted, you will have to change the setting to also include H2 and H3 tags.

When I checked on mobile, it’s automatically folded at first and need to manually click to open it- any way to make it unfold initially?

It being open/folded will depend on the state you last left it on your device as that is state is saved on the device/browser. So, if you click to open it, it will stay open for you.

The initial view for new visitors is open. This can be changed using the initial view option:
