Installing Social Toolbar with my Theme

Hey Guys
Would love to install this on my page- but don’t see a plugin feature anywhere on the dashboard. Any thoughts on how I could still install this?
Also, even if I upgraded and bought the theme- would this allow me to do this to your knowledge?
Any advice or thoughts would be great.
