“insufficient permissions” to access the comments page

I need some help please to update to the current version. Perhaps that will resolve this problem.

I have neglected my blog for several months and have not been able to make posts or access it anymore.

I am hoping updating the version will get me through these issues and back on track.

I appreciate the help!
