interactive photo page

I have been googling this a lot but havent found a suitable plugin maybe someone can help..

I would like to add a photo sharing page to my website https://carrotsandclaret.com

I just want a single page to be where people can upload their own photos, it would be even better if these awaited my approval (as a security measure). I dont want other parts of the site to be interactive apart from the comments.

Does anyone know of a suitable plugin?
