Internal Header with Taxanomy

I am trying to do the following, I’m currently using the plugin Widget Context, I want to have some text and title over the image, but this plugin is limited to only show title no text, is there a plugin that can have a unique image per page and title with some description like this website: https://www.ny.gov/services/apply-mwbe-certification-new-york-state
