Internal Server Error after adding list user role

I am trying to give the Editor role the ability to control everything when it comes to users. I’ve added these roles to the Editor
Add users
Delete users
Edit users
List users <—- Add this and I get the error
Remove users
Now my editor role gets a 500 Internal Server Error when they click on the “All Users” They can add users and edit their own profile. I only get the error from the “List User” role. The file I get the error from is wp-admin/users.php I have tried combinations of everything including trying each role separately. It only happens with the List User role

The Admin role is unaffected.
