My answer depends on what exactly you mean by the fact that the ads should appear earlier.
With the option shown in your screenshot, you can influence the order in which the ads are inserted compared to other automatically injected elements. However, this setting cannot compensate for the delay in loading ads from external sources such as AdSense.
Since I see multiple AdSense ads on your site, I suspect that this is your real problem. As mentioned, you can’t influence this with the option you mentioned.
Instead, I would advise you to keep track of the number of ads that are included, and to lazy load ads that are not in the visible area. You can see in my article on the WP Rocket page what effect this has had.
Furthermore, I recommend to analyze the profit potential of different AdSense ads and to avoid bad performing ads.
