Problem happen on all iphones 6s plus, 6s, 5Se, ipad mini series 2,3,4, pro.
Just only on IOS 10 not happen on IOS 9
The bug happen with safari and chrome app as well just on ios 10 no problem on ios 9
No problem on windows phones too.

Thank you for the video. I think that might have something to do with CSS animation on the cookie bar. I don’t have an iOS10 device to test on but perhaps you could try adding this CSS to your site:

#catapult-cookie-bar {
    -webkit-transition: all 0s !important;
    -moz-transition: all 0s !important;
    transition: all 0s !important;
}
