iPhone Theme: My first attempt

I’m trying to create my first iPhone mobile theme and I’m trying to skip using plugins like MobilePress for it since I’m also going to use this theme on another portion of the site that isn’t WP related. So it’s important to make this work without the use of another plugin.

So I added the css file to my theme’s folder and added what I believe is the proper HTML code to reference the CSS for WebKit but it’s not showing up when I visit the site. I just get the old non-mobile theme. No good. Anyone here successfully create a mobile css file that works and if so, what did you do to make it work?
