IPN Transactions not sending emails?

Our clients pay with IPN Payments through woocommerce but for some reason when they pay using IPN it does send a Paypal IPN transaction but no email confirmations to both us and the client.

I checked every setting to see if there was something wrong but can’t find anything.

I’ve installed Mail Logger to see and notice that every other transaction, emails are successfully sent however when IPN is used, nothing is sent and does not show on the logger.

How do I fix this?
