Is Gutenberg 5.0 unable to recognize Underlined Text from a Word Document

I have a question regarding the underline capability in Gutenberg. I work for a law firm, they host several blogs using www.ads-software.com, and their blog articles regularly cite cases and statutes, all of which require the ability to be underlined.
They use Microsoft Word to write their articles and do all of their underlining there. I notice whenever I copy and paste directly from a Microsoft Word document into WordPress, the underlined text is never recognized. That was not the case with the classic editor.
These articles can be lengthy (3 pages long) and they can reference several different cases, all of which are required to be underlined, according to the proper law citation format. I do not have the time to go back and manually re-do the work the attorneys already did and add those necessary underlined text.
Is there something I need to do, besides switching back to “classic editor,” that will make the Gutenberg program recognize underlined text pasted from a word document? This underlining is not done for “styling” purposes; underlining case statutes and so forth is a requirement for published cases, and we try to follow those same rules.
The explanation given as to why the underline feature was removed from the WordPress posting menu would not apply to the firm’s readers: “The underline and justify buttons have been removed from the bottom row. Underlining is a bad practice as readers can confuse it with links (bad accessibility), and it does not insert a semantic element.” Our readers know exactly why we are underlining what we are underlining. We also differentiate links from regular underlined text by using the “bold” and “italics” feature. Again, this is not just a style preference; this is a necessary format needed to properly cite a case, law, etc.
I understand why WordPress doesn’t automatically supply the function (although the “ctrl +” U method still seems to work). I just want to use a system that recognizes the text format I am pasting in, and replicates it according to how it looks in the word document.
Is there something I can do to make the system read/recognize what I am pasting in from the word document?
