Is it acceptable for a plugins author to bump his plugins 4-5 times/day?

For the past few days, I’ve noticed that a particular plugin author (blogform) has been bumping his plugins several times per day and there is no changelog to see if any changes were made.

Also, maybe it would be a good idea for someone to look at the plugins code, some “eager promoters” have been caught in the past for having SEO/Spam links in their plugins.
