Is it just me… or… WTF… ‘add media’ Gutenberg disabled

I’m not sure when this started… but…

with Gutenberg disabled … either via Classic Editor or Disable Gutenberg plugins activated..

regardless of theme, or other activated plugins (yes, I spent hours checking)

when adding media in the page editor… Insert from URL

all the previous options for links and layout are gone and the “Caption” field is full of html

this is major problem – hoping I’m not the only one dealing with this

please advise
