is it possible to make home page menu fixed at top

Is it possible when the home page first loads to have the menu navigation fixed at top instead of at bottom of screen and forcing viewers to scroll up?
I dont want the full color background image to be first and only thing my viewers see. I want them to see the faded image with menu at top. How is this possible please? Thank you.
