    Is it possible to offer the card on sale? Like let’s say I have a sale in my shop and I setup a discount that says if you buy a 100$ Gift Card, you get 25$ reduced of the price. The customer pays 75$ for a 100$ gift card

    Yes, you can use a standard WooCommerce coupon to discount the purchase price of the gift card. The initial balance will still be the original amount (in your example, 100$).
