    That code is likely part of your theme, and it is in the head to dictate how responsive behavior and html5 will be instituted in internet explorer browsers. I would leave this code where it is, it shouldn’t do too much to your page load times and may not work in the footer.

    The Scripts-to-Footer plugin only moves scripts that are enqueued per wp_enqueue_scripts, not placed directly into the header or manually in a template file. It appears to be working on your site just fine, all your other scripts are in th footer.
