For Paid clients, we allow it but with additional restrictions.

HTTPS sites only (Prohibited from using OneSignal os.tc domain)
May not use any default OneSignal web push widgets (no OneSignal bell or slide-down).
If your business is adult in nature, we can send your push notifications or emails to the same standards and deliverability as any of our other customers. However, we do not allow our users to send explicit content within the push notifications or emails. This applies primarily to images, but we reserve the right to refuse the sending of any type of content that we deem to be vulgar, pornographic, or otherwise explicit.

You can login to your OneSignal dashboard and click “View Pricing”.
There, you can click “Upgrade” and follow the steps to create an organization and complete billing.
