    I’ve seen several companies/individuals who do this, they sell it as a service; you get the blog setup the way you want, and they do all the work for you.

    As for legality, I think that would be up to the plugins’ creators and how their works are licensed.

    but this is not the case, the do not sell the service of installation, they sell a software package – wordpress+100 most popular plugins. I just dont know if this comply with wordpress rules (and I understand that the rules of the plugin makers may be differnt). So just the wordpress side – is selling of wordpress software (with just different themes) without the service, just the software, legal?
