is this a bug? or is it because of my configuration?

no mather which browser i use, it all looks the same. ie, chrome, firefox, opera.
The white Textbox has a” glitchr in the matrix”.i′m running the wordpress via xampp. maybe because of this?
edit: also tested without xamppi use edit: WordPress 3.5.1 and the theme pinboard
does anyone else have the same problems?
are there any solutions for this problems?hope you understand my “german”-english.
