Is this a scam?

I like the plugin but when I checkout the code https://plugins.trac.www.ads-software.com/browser/woo-autocomplete-checkout-address/trunk/index.php in the bottom there is code about if coupons enabled and stuff. What does that code do? Does it output coupons for developer?
