I will describe the logic of this “ability test”.

PAGE 1
There are 150 competencies. Each one can be checked with a checkbox.
You have to select at least 10 competencies you prefer with checkboxes.
Go to next page.

PAGE 2
The competencies you have selected in page 1 now are displayed in page 2.
In page 2 you have to select at least 2 and at most 5 competencies you prefer (checkboxes).
Go to next page.

PAGE 3
The competencies you selected in page 2 are now put against each other in page 3.
In page 3 you have to select which competency you prefer, competence 1 or competence 2. This is done with radio buttons.

For example:
In page 2 you select 3 competencies: store, create, formulate.

In page 3 these 3 competencies are set against each other and you have to select which one you prefer:
store <> create
store <> formulate
create <> formulate

PAGE 4
Here the results of the ability test are displayed.
The competencies you prefer are displayed in the order of your preferences.

Currently there is no ranking question’s type like: from given list of words, reorder them and select top X.

I suggest you to search for another solution.

What you want, looks as a dependency dropdown. Look about that and if you cannot find a plugin, ask someone to make it for you
