Is '@' url characters a bug?

Hi,

I’m not sure if someone already asked this question but I need to know if WP custom permalink is unable to read encoded URI like %40 which is equivalent to @ character?

I want to pass email address in the url but it returned Page Not found.

CI has the same issue before but they already fixed it and I’m hoping WP also fix it if it’s a bug.

Any help would be greatly appreciated.
