No it is not! It saves all data to database an does not have the necessary options to fulfill the GDPR (DSGVO) requirements.
If you are looking for a GDPR compliant form builder get Quform. There is no free version though.

Why is saving data to a database not GDPR compliant? That would mean all websites using a database are not GDPR compliant? As long as you properly protect your setup it can be made GDPR compliant.

There is one security problem I reported before (still no response from plugin author) where attachments are stored unprotected. We had one case where the Yoast SEO plugin suddenly added attachments to the XML sitemap and all uploaded files where indexed by search engines.

So for this alone I would say this plugin is by default not GDPR compliant. You can still make your own custom fix to make your website GDPR compliant.
