is_page help

    I am trying to us this

    if(is_page("blog")):
query_posts("cat=-1,-5,-7&paged=$paged");
endif;

    I put this right above my loop in the index.php but it won’t work. It does exclude all the categories from the categories archive but they all show on the blog page. what am I doing wrong?
