Isn't the plugin useless? (sorry for my question)

I am sorry, I confused “author” with the role “author”… so my question is wrong. But I have a new one:

if a comment is held form moderation, and the author has no rights to moderate it… he really doesn’t get any notification?? also if you chose the option “send me an e-mail for every new comment” ?!

It’s confusing I know but the problem is that normally both the post author and the site admin get an email if a comment is held for moderation. My plugin will remove that second email. This is meant for collaboration sites (or a multisite installation) where it will prevent the site admin’s (or super admin’s) mailbox from filling up with notifications from all other authors posts on the site (or network)…

Unless the post author does not have rights to moderate. In this case, an e-mail to the author would be pointless because he/she can not do anything with it. So then it has to be the site admin.

I perfectly know how your wonderful plugin works… sorry, my question was in general.

So: supposing I have NOT installed your plugin… and a comment is held for moderation…. if the AUTHOR has no rights, WordPress doesn’t notificate him (also if I checked “send me an e-mail for every new comment”? So WordPress will only get the ADMIN and no mails to the author (I know it would be useless, but 1 mail instead of 2?).

Yes, last time I checked, I believe it worked like that. But that was a while back so most recent versions this might have changed ??

You could test this case the following way:
1. create a test user with level lower than “Author” and an e-mail address that you have access to;
2. create a test post and change the author for that post to the new test user;
3. go to Settings > Discussion and make sure that (at least) these options are checked:

E-mail me whenever: A comment is held for moderation
Before a comment appears: Comment must be manually approved

4. Log out and post a comment on the new post
5. See where the notification mail(s) arrive(s)…

Ok, I did a looooooot of checks…. I have crossed multiple cases, but your one works like this:

E-mail me whenever: A comment is held for moderation (V)
Before a comment appears: Comment must be manually approved (V)

Contributor: no notification
Administratior: yes, notified

E-mail me whenever: A comment is held for moderation (V)

Contributor: no notification
Administratior: yes, notified

So in this case, “Contributor” has no right to moderate. Correct? If so, then the plugin reacts as it should.

If you elevate the post author, now on “Contributor” level, to “Author” level and do the same test again, you should see:

Author: yes, notified
Administratior: no notification

1) Correct, Contributor has no rights so he won’t EVEN receive the moderation notification.

2) If you elevate the Contributor to Author (or Editor), and replicate the test, both Author AND Admin receive the notification (also if you don’t replicate the test, ahaha, the email is like “waiting in queue” and is sent as you change the role!!!!)

SO: everytime a comment is held, the Admin receives a mail.

Unless you install your plugin, of course (which I haven’t tested yet)

There is another solution, though, if one doesn’t want to install the plugin: you have to change the email address in “General > Settings”. This is the REAL target of the notification, not the Admin email (the one in his profile page). But doing do you, as admin, will lose other notifications (like subscription notifications).
