Issue w/ Sticky Posts

I think I’ve found an issue where when the query result has no posts, it still produces sticky posts… but only sometimes.
Here’s the scenario:
I have three posts. None are categorized with “category #1.” When I filter on “Category #1” result shows Post A, which is not categorized as such, but it is marked as sticky.
If I filter on “Category #1” and a keyword (ex. “foobar”) nothing appears. Not even the sticky post.
Thoughts?
