Issue with checkbox when refreshing page

Dear Support,

i have activated the “must agree with terms” option before downloading a file. When i check this option and refresh/reload the page, the box is checked but the download link doesn’t appear. If you click the checkbox again the check disappears and the download link appears (which is totally wrong).

Can it be set up that everytime someone refreshes/reloads the page, the option to agree with terms will always be unchecked?
