Issue with latest WP 6.5 and Gutenberg 18

Looks like if you use the latest wp and gutenberg and you go to a page and try to add an image, then select the “instant images” tab and try to scroll, the scroll won’t work. Seeing this in Chrome and in the console some issue about “quirks mode” whatever that is.. Thanks!
