Issue with some characters

Hello,

For some reason plugin on page banner settings IMG https://prnt.sc/aFHUmVMqh57A dont want to save some non english characters like ‘?,?’ but other non-english characters like ‘?,?’ that add without any issues, if I manual change and add that characters ‘?,?’ to banner IMG https://prnt.sc/bukiu72oI4NR after I click save changes system automatically replace all characters from ‘?,?’ to “?” IMG https://prnt.sc/V_XWYUQbchsb

I try to do some troubleshoot steps like disable all plugins and theme, but it again show issue. I also try to use some old GDPR plugin version but again it show same problem…

P.S. I test to add that characters ‘?,?’ to some Gutenberg post and I dont see any problems, only issue what I see is in GDPR plugin.
