I think there could be lots of different reasons for this. Have a look at WooCommerce’s PayPal docs and see if any of that helps.

]]>I would suggest enabling debugging on WooCommerce’s side and pasting some of the log file generated, so that we can have a better idea of what’s wrong. You can enable WC’s debugging through WooCommerce > Settings > Checkout > PayPal.
