Issues with personal data export and erase request notifications

    Hi, there seems to be some issues with the personal data export and erase request notifications.

    If you activate BNFW and have not created any notifications, the default WordPress personal data export and erase request mails do not get send. It seems BNFW sets the message bodies to an empty string which causes a error during sending.

    When you do create a “Privacy – Confirm Action: Export/Erase Data Request – For User” notification and have the site language set to something different than English the notification is ignored and the default WordPress mail text is send.

    Tested this on a fresh WP 5.4.1 single-site installation with the Twenty Twenty theme and only BNFW v1.8.1 activated.
